Andrew Isar is the President of Miller Isar, Inc. Mr. Isar specifically focuses
on regulatory policy issues affecting the competitive telecommunications
industry, including unbundled network element issues, broadband deployment
issues, and Voice Over Internet protocol telephony. He is also engaged in industry studies and analysis, and is actively
involved in complex regulatory compliance issues. He is a frequent
speaker and writer on a variety of regulatory topics.
Prior to forming Miller Isar, Inc. in 1991, Mr. Isar served
in senior regulatory and management positions with a national
interexchange carrier, and acted as regulatory consultant to
several interexchange carriers.
Mr. Isar's
professional career began in the U.S. Army Signal Corps where Mr. Isar
held several assignments of increasing responsibility, culminating with
his assignment as Post Telecommunications Engineering Officer in Fort Lewis,
WA, with the rank of Captain. Mr. Isar serves as Vice
President – State Regulation to the Association of Communications
Enterprises (“ASCENT”), as such he assisted in the early development of
ASCENT’s forerunner organization, the Telecommunications Resellers Association.
He was formerly with AT&T's Washington State Law and Government Affairs group. He assumed
responsibility for the representation of policy and regulatory issues
before the Washington Utilities and Transportation Commission.
Mr. Isar earned a Masters of Science degree in Systems Management from the University of Southern California suma cum laude and Bachelor of Business Administration degree cum laude from Indiana University of Pennsylvania. He is active in professional and community organizations, and serves on the Board of Directors of the Gig Harbor and Greater Peninsula Chamber of Commerce.
